An international and independent human rights team to review the case of President Chen Shui-Bian
An independent human rights team will arrive in Taipei the week of September 15th to review the human rights case of former President Chen Shui-bian and the conditions of his imprisonment.
Team leader, Jack Healey is the director of Washington DC based Human Right Action Center (HRAC), and team members include, Hans Wahl, a human right activist and educator based in Paris, and Harreld Dinkins, a human rights advocate based in Washington, DC and New York. The team will undertake many fact-finding missions including visiting President Chen in the prison and meeting with AIT officials, DPP leaders, government officials, medical and legal teams of Chen, and grassroots human rights activists in Taiwan. Mr. Healey wrote an open letter to President Ma on July 20, 2012 to express concerns regarding Chen’s imprisonment and health conditions. In the letter, he pointed out “universal human rights standards should remain constant, even for those who are incarcerated. “ Healey decided to follow up with his open letter by leading this independent human rights team to visit Taiwan as there is a grave concern of Chen’s death while in custody.
Jack Healey founded Washington DC based Human Right Action Center (HRAC) in 1994. HRAC rebuilt a factory in Bosnia for war widows and raised funds for many human rights missions, in particular the support for Aung San Suu Kyi of Burma, through albums, concerts, and videos, in collaboration with many famous artists, including Pavoratti, Jim Carrey, Rhino, U-2, Clapton, etc. Mr. Healey was the executive director of Amnesty International USA from 1981 to 1994. Under his leadership, the membership of AI USA grew from 30,000 to 400,000 and the budget grew from $3 million to $26 million. Mr. Healey has received seven honorary doctorates for his life long human rights work. He is also a recipient of several awards including Dr. ML King Jr. Award and Bill Graham Award. He was called “Mr. Human Rights” by US News and World Report and featured as “Person of the Week” of ABC by Peter Jennings, the famed News anchor. Mr. Healey is a spokesperson for human rights and he appeared on almost all national TV and radio shows in the US and travelled on numerous missions for non-governmental organizations, including Haiti, Swiss, Mexico, Guatemala, Thailand, to name a few.
Hans Wahl is Austrian-American and holds a Master of International Affairs from Columbia University. Currently, Mr. Wahl is the director of INSEAD Business School’s Social Entrepreneurship Program in Fontainebleau, France. He has more than 35 years of experience in education, management, and economic and political development in over 40 countries. He recently designed and led a series of programs to prepare teams of paralegals to work in post-conflict countries in Africa; developed a training program for prison officials in Bangladesh. He also promoted innovative teaching methods at a government academy in the Ukraine, and a high-impact staff development program for the Prison Department in Sudan. Previously, Mr. Wahl led UNESCO's Poverty and Human Rights Program and held senior staff positions at Amnesty International.
Mr. Dinkins has researched, consulted, and written for dozens of human rights groups and nongovernmental organizations. He has a considerable portfolio of experience with the diverse peoples and ecosystems of East and Southeast Asia where prisoner rights are one of his many longtime concerns. He has recently established a new NGO (Initiatives For Asia www.facebook.com/initiativesforasia) which works on protecting rivers and the communities they support. Mr. Dinkins spent several years living in southwest China studying (primarily in Kunming, Yunnan) and southeast Asia (mostly doing outreach work with refugees).

丁勤時先生提供人權與非政府組織諮詢、研究與撰述服務。他擁有獨特與豐富經驗支持東南亞少數民族及其生態系統。他長期關注這個地區的受刑人權。最近他創立一個新的組織專門從事河川與水流文化的保育工作。丁勤時在中國昆明、雲南以及東南亞居住多年,擔任難民營救援工作。
